Programme - Explorer Scouts

New roles

There are a number of new roles that have been introduced in the Explorer Scout Section. These are:

The District Explorer Scout CommissionerDESC
The District Explorer Scout AdministratorDESA
The Explorer Scout LeaderESL
The Explorer Scout Leader (Young Leader)ESL(YL)
The ACC or AAC Explorer ScoutsACC(ES) or AAC(ES)

Job descriptions for each of these appointments are available from the Information Centre at Gilwell Park.

The DESC

The DESC is the key appointment for the Explorer Scout Section. It combines both managerial responsibility for the section with programme delivery responsibilities for the Section.

As a commissioner appointed by the Area or County Commissioner to work in a District, the DESC should be a full member of the District Team. They will work closely with other DESC's in their County or Area with the support of the ACC/AAC(ES).

They have responsibility to ensure the provision of a balanced programme in the District, to establish a Young Leaders Scheme, to run the District Explorer Scout Meeting and the District Explorer Scout Committee.

The DESC may appoint a District Explorer Scout Leader(s) to help with their job.

The DESA

The DESA will usually be a lay appointment. They will carry out the administration of the Explorer Scout Section within the District. They will work closely with the DESC and the District Executive team to maintain an up to date database of all Explorer Scouts in the District. They will also communicate regularly with Explorer Scouts in the District and will keep Scouts of 13 years and older informed of the options for Explorer Scouting in their patch.

The ESL

The ESL will be appointed by the DESC to run one Explorer Scout Unit. They will plan and implement a Unit balanced programme for its members with the help of the DESC. If the Unit is partnered with a Scout Group or other body, the Esl will have an important role in liasing with the GSL and the other Group structures e.g. the Group Committee.

The ESL(YL)

The ESL(YL) will be responsible for the running of the Young Leaders Scheme in the District. They will run the regular meetings of the Young Leaders' Unit and ensure that all Young Leaders have access to the full balanced Explorer Scout programme operating in the District. In some parts of the country, District may choose to operate one Young Leaders Units between two or more Districts. This is entirely acceptable.

The ACC or AAC(ES)

The ACC/AAC(ES) function much in the way that other ACC's and AAC's function. They are members of their County or Area Team, appointed by the County or Area Commissioner to support the Explorer Scout Section. Their main point of contact in Districts is through DESC's and through the County or Area Explorer Scout Meeting and Committee.

ACC/AAC's (ES) may also wish to appoint a number of County or Area Explorer Scout Leaders to help support the DESC's.
