How can I make decisions in the Scout Network?

As the Network is run for the members by the members, everyone should get a chance to be part of the decision making process. Some members may want to have less involvement, especially at busy times of their life, and this should be respected.

Local Network Meeting or Committee

By establishing a Meeting all members of the local Network get the chance to work together to ensure the programme is organised and the Network is run effectively. Each local Network should organise itself the way that it wishes and the most effective way for them. Every member should get the level of involvement that they want to have. A local Network Meeting can meet on a regular basis or just when required. The members can consist of everyone in the local Network, just those who are elected by the members or just those who want to take part. Arrangements need to be flexible, and should be reviewed regularly. For example, a local Network could chose to have a Meeting of all the Members of the Network every two months, and a Meeting of several elected members every two months, in between.

County/Area Network Conference or Committee

There are two main forums for discussions concerning the Scout Network in the County or Area: the County/Area Scout Network Conference and the County/Area Scout Network Committee.

The County or Area Scout Network Conference

The Conference should take place at least once a year. It should involve all members of the Scout Network, as well as the County/Area Scout Network Commissioner, County/Area Scout Network Administrator, all of the County/Area Scout Network Leaders and County/Area Scout Network Co-ordinators. The Conference should be fun and interesting, and could take place during a social occasion or activity. It is the chance for all members to have their say on the future programme and direction of the Scout Network in that County or Area. The members should influence the decision making and be encouraged to take responsibility for the decisions taken.

The County/Area Scout Network Conference also provides the opportunity to elect the County/Area Representative for The Scout Association Committee of Council.

Another main function of the County or Area Scout Network Conference is to decide on the constitution of the County or Area Scout Network Committee. This should include how many places there are on the committee, who should sit on it, and who has what voting rights.

The County or Area Scout Network Committee

The Committee should decide on its structure according to local circumstances. In the majority of cases it will be appropriate to elect a Chair and Secretary. The Committee needs to make sure that all members of the Scout Network have a chance to influence the agenda of the Committee. This may be by sending out requests for action, or inviting representatives. The Committee should agree the programme for the County or Area Scout Network, and this needs to be communicated to all of the individual members. It is also the role of the Committee to regularly review the programme.

It should be noted that the County/Area Scout Network Commissioner has a right of attendance at both the County or Area Scout Network Conference, and the County or Area Scout Network Committee
