Warrant Reviews
Subject to the other provisions of these rules Warrants remain valid the fifth anniversary of the date of issue unless an earlier date is inserted on the Warrant before presentation.
Warrants must be reviewed at the specified time in accordance with the procedures and criteria prescribed below and thereafter at five-yearly intervals.
This review period may be reduced by the District Commissioner in consultation with the District Appointments sub-Committee.
The period of appointment and review for a Warrant of a District Commissioner is calculated from the date of appointment.
The appointment of a District Commissioner or Deputy District Commissioner may be renewed for a second period not exceeding five years by the County Commissioner.
As guidance it is suggested that this rule also be applied to Assistant District Commissioners, District Scout Network Leaders and District Explorer Scout Commissioners.
On the appointment of a District Commissioner, all Warrants held at District level including Explorer Scout Leaders will be subject to review.
The review must be completed within six months of the District Commissioner's appointment.
On the appointment of a County Commissioner, all District Commissioner appointments will be subject to review.
The review must be completed within six months of the County Commissioner's appointment.
The Warrants of Group Scouters (other than Group Scout Leaders) must be reviewed by the District Commissioner, Group Scout Leader and District Appointments sub-Committee acting together.
The Warrants of Explorer Scout Leaders and Assistants must be reviewed by the District Commissioner, District Explorer Scout Commissioner and the District Appointments sub-Committee acting together.
Group Scout Leader Warrants must be reviewed by the District Commissioner and the District Appointments sub-Committee acting together.
All other Warrants must be reviewed by the appropriate Commissioner and appropriate Appointments sub-Committee acting together.
Local Appointment Reviews
Subject to the other provisions of these Rules appointments of Section Assistants, Skills Instructors, Administrators (other than those subject to annual re-appointment or re-election) and Advisers remain valid until 31 March following the fifth anniversary of the date of appointment, unless the appointment is made for a shorter period.
The above appointments must then be reviewed thereafter at five-yearly intervals. This review period may be reduced by the District Commissioner in consultation with the District Appointments sub-Committee.
Adventurous Activity Permits remain valid until the fifth anniversary of the date of issue, unless the Permit is given for a shorter period.

The Review Process for appointments at District level (including GSLs, excluding DCs)
The District Appointments sub-Committee will send the Review Form AR to the District Commissioner (or their nominee) at a time no less than 3 months before individual.s appointment is due to be reviewed.
The District Appointment sub-Committee will also notify the appointment holder that their appointment is due to be reviewed.
The District Commissioner (or their nominee) will carry out the review and record details as required on Form AR, including the recommended outcome of the review.
After the review has been held the District Commissioner (or their nominee) will return the completed Form AR to the District Appointments sub-Committee
The District Appointments sub-Committee considers the completed Form AR and reaches a decision on the review of the appointment.
The District Appointments sub-Committee keeps a record of the decision.
The Review Process for District Commissioners
The County Appointments sub-Committee will send the Review Form AR to the County Commissioner (or their nominee) at a time no less than 3 months before the District Commissioner.s appointment is due to be reviewed.
