Cub Scout Home Help Badge
Orange Glo is the new sponsor of the Cub Scout Home Help Badge. Their mission is to make cleaning fun and encourage people everywhere to enjoy keeping their homes clean. As part of the Home Help Badge sponsorship, they will be encouraging ALL Cub Scouts to get cleaning, leaving sparkling clean homes and Scout premises all over the UK.
Orange Glo will be providing resource packs to help Cub Scouts achieve the badge. The packs will be available at http://www.scoutbase.org.uk/hq/sponsorship/badges/index.htm and hard copies. The December issue of Scouting Magazine will provide more information on the resources and activities surrounding the badge.

Adult Groups
To encourage participation in adventurous activities by adults in Scouting, new rules and information is available. The new scheme relies on adults providing informed consent before taking part in activities and using the rules for groups of young people as guidance. The aim is to encourage more adults to continue participating in activities within Scouting, and lead to an increase in the number of activity skilled people able to lead groups of young people.

First Response
As of January 2005, all Warranted adults in Scouting will need to hold a valid First Aid certificate in order to be awarded their Wood Badge and to renew their Warrant. First Response is the minimum. In recognition of the existing knowledge of adults regarding First Aid and the time pressure many find themselves under, in July 2003 it was agreed that holders of First Response would be able to renew their certificate through the attendance of a two-hour refresher course. This is as an alternative to attending the full six-hour course. This means that where First Response refresher courses are run jointly with Girlguiding UK, adults in Scouting will now be able to attend. Further information will shortly be available in Scouting Magazine or from the Scout Information Centre.

Creative Vibrancy
A broader range of creative activities has been identified as a key work area in the development of activities for young people. The Activities team is looking for people who can act as a contact point in the areas listed below. It is also willing to hear from those with expertise in other areas. The team is particularly keen to hear from young people at the cutting-edge of creative activities development.
Being a contact point does not require attendance at Committee or team meetings. However, each individual should be a regular organiser, either within Scouting or the broader community. To that end, Members of the Movement are asked to look at local community contacts.

Gilwell Park

Information Centre
The new Autumn 2003 Scout Information Centre paper catalogue, has been published, featuring many additional and updated items. A new section has been introduced with 2007 merchandise. Your own copy can be ordered direct and free of charge, from the Information Centre or by ringing 0845 300 1818 or via email: info.centre@scout.org.uk
The online Catalogue is at http://www.sbuk.org.uk/info.centre/catalog.php. This version is always current and comes complete with factsheets which can be downloaded plus images of some of the other products.

National Fundraising Survey
Organising events and finding new ways to raise funds for Scouting is a constant challenge. Hundreds of Groups have already found that working with Peeks has helped them to achieve their fundraising goals whilst having fun at the same time.
Over the past few years The Scout Association has developed a close working relationship with Peeks. In April 2003 Peeks and the Fundraising and Sponsorship Department at Gilwell Park, put together a National Fundraising Survey mailed to Group Scout Leaders and Group Contacts across the UK. It was designed to give us an insight into how the Fundraising Team can assist Members in their fundraising efforts. New Guidance
The following guidance has been issued by the above organisation
On mountains, hills or fells, in the event of emergency and you require assistance:
- Dial 999 or 112.
- If known, ask for the Police Service in whose area you are. Otherwise ask for POLICE.
- Once in contact with the Police ask for MOUNTAIN RESCUE.
- Give them your location and the nature of the emergency.
- Give them your telephone number.
- Remember that text messages may get through where voice messages can not.
Sea Scouts
Daragh O'Malley, the new Adviser to the National Programme (Sea Scouts) team is trying to build a directory of all the Sea Scout Groups in the UK. While Gilwell Park hold records of all the Scout Groups in the Country, we can only identify which Troops are Sea Scouts if 'Sea' is part of the official Group title.
If you are part of a Sea Scout Group, or an Explorer Sea Scout Unit, that is not RN Recognised, please send your Group/Unit's name, and the contact details including if possible an email address to: The Scout Office, Programme Department, Gilwell Park E4 7QW, or to scout@scout.org.uk .
Any help you can give us in building the directory will be greatly appreciated.
Radio Masts
If you are considering giving a Radio Mast Lease to a Telecommunications Operator please contact the Legal Department at Gilwell Park for some important initial advice. Contact legal@scout.org.uk or telephone 020 8433 7178.
Leadership Training
Grants from the King George VI Leadership Training Memorial Fund are made on an annual basis to assist Adult Leadership training. They are also available for the expansion of Scout and Explorer Scout training. Assistance towards the acquisition and erection or repair of buildings does not fall within the scope of this fund.
Applications for grants usually far exceed the amount available. In the past few years interest rates have fallen which places limitations on the grants that the fund can make: therefore, grant aid from other sources should be explored before application is made to this fund.
Where the purchasing of equipment is involved, a detailed analysis will be required of the potential use of the equipment.
Application forms, together with Notes for Guidance, can be obtained from The Secretary of the KGVI Fund, The Scout Association, Gilwell Park, Bury Road, Chingford, London E4 7QW. Telephone: 020 8433 7100.
Completed applications must be submitted by November 30, 2003 for the 2004 allocation.
Claims from those Counties who have been granted money for the 2003 allocation must be with the Secretary of the Fund by December 31 this year, or their grant will be automatically cancelled.

Vacancy
The Scout Association Trust Corporation is looking to appoint another member to its Board of Trustees. Specifically looking for someone from the Home Counties - you will need to be a member of the Council of The Scout Association in order to apply. International Camps
Did you organise a large UK International camp this year? Are you thinking about one in the next few years? Join the International Team to review those events just held, to benefit from their experiences and help evolve practical solutions to some of the recurring problems. The Needy Groups Fund
This fund was originally entitled the Poor Groups Fund and was started in 1911. Its objective is to help individuals in Scouting (who could not otherwise afford to do so) to attend camp giving them the opportunity to learn about the outdoors, develop social and teamwork skills and give them an experience away from their community. The fund will also help towards the cost of the purchase of Scout uniform for such Members.

National Commissioner
Mrs Sue Burton has been appointed National Commissioner for Special Needs. She takes over from John Kitson, who over the last 5 years has made a very valuable contribution to the Movement's understanding of Special Needs. John will be continuing his work in this field as he takes up his new role of Scottish Headquarters Commissioner for Special Needs. Sue has held a wide variety of appointments within Scouting, from Cub Instructor to ADC (Beaver Scouts). She is currently a member of the Special Needs Advisory Team and regularly writes for Scouting Magazine. Sue took up her new appointment on 1 October.
Scouting 2007
Saturday 1 November 2003 - Gilwell Park The Scouting 2007 Fireworks evening will be on Saturday 1 November. Tickets are available now. The event is open to all and your Scout Group can also raise funds by selling tickets. The Council of The Association held its Annual Meeting on Saturday 13 September, 2003. Council adopted The Association's Annual Report and Accounts and these can be seen in full at http://www.scoutbase.org.uk/library/hqdocs/annrpt/index.htm
Elections:
There was no election for Membership of the Committee of the Council as there were four nominations for four vacancies. The candidates standing for election or re-elections were duly appointed. They were: Mrs Frances Poulson, County Commissioner, Greater London South East; Mr Sandy Jack, Area Commissioner, Forth Valley; Mr Andrew Wellbeloved, County Chairman Greater London North, Mr John Asplin, Assistant County Commissioner, Nottinghamshire.
Elected Young Representatives:
The result of the Postal Vote for two vacancies for Elected Youth Representatives resulted in the election of Miss Catherine Cooper, Assistant Scout Leader, Kent and Mr Phillip Power, Scout Network Co-ordinator Greater London Middlesex North West.
Committee of the Council
The Committee of the Council met immediately after the Annual Meeting and elected the following Chairmen:
- Committee of the Council: Mr John Asplin
- Programme & Development sub-Committee: Mr John May
- Finance sub-Committee: Mr Wayne Bulpitt
- General Purposes sub-Committee: Mr Victor Thys.
Future meetings of the Committee of the Council will be 27/28 November, 20/21 March 2004, 19/20 June 2004.
