In 1995, World Scouting held a symposium in Marrakech to develop its policy towards partnerships within and outside Scouting. The result was the Marrakech Charter which subsequently was adopted by the World Scout Conference. The full text of the Charter can be downloaded here. In brief, the charter calls for respect for all the parties to any partnership, encourages good management of such partnerships and requests that objectives for development projects are agreed by all parties.

The Scout Association accepts the principles of the Marrakech Charter and all development projects should be conducted in the spirit of the Charter. If you are interested in developing a partnership with another organisation, Scouting or otherwise, it is strongly requested that the Marrakech Charter forms the bedrock of any joint work.
In particular, it is extremely useful to draw up a partnership agreement to clarify all aspects of your project. A template for such an agreement can be found here. Remember any agreement involves more than one party and so you should make sure that any partners are fully involved in drawing up and agreeing to the document.
Further tools to help in developing partnerships are being developed by World Scouting and are due for release early in 2004.
